Project Facilities
The CIDCO Exhibition Centre is being developed as a “Green Building” certified by Indian Green Building Council (IGBC) with LEED (Leadership in Energy and Environmental Design) criteria. Once, the envisaged centre is completed, it will comprise of three distinct facilities - Exhibition centre, Business Centre and an Ancillary block with a bridge connecting the exhibition and the business centre. The facility is spread over an area of 7.4 hectares (74,000 sqm).
The exhibition centre spans over an approximate area of 21,562 sqm, while the business centre and the ancillary block will be spread over an area of 7,597 sqm and 780 sqm respectively. The facility will also have a parking provision of 450 cars in addition to the aforesaid facilities. In addition an open area will also be available as open exhibition space to the Operator.
Scope of Work
CIDCO intends to appoint an experienced operator on a contractual basis to operate and maintain this facility at par with prominent national and international exhibition and convention centres. The brief scope of work for the Bidder is as set out below:
- The Successful Bidder shall operate and maintain the CIDCO Exhibition Centre in accordance with the objectives of CIDCO.
- The Successful Bidder shall enter into an Agreement to Licence with CIDCO for the operations and maintenance of the Project.
- The Successful Bidder shall adhere to the requirements as mentioned in the Agreement to Licence to achieve the operational milestones for the Project.
The Successful Bidder on the expiry of the Lease period shall duly hand back the Project Site to CIDCO, unless there is an extension of the lease period arrived at through terms highlighted in the Agreement to Licence.
Eligible Entities
Category 1: A Single Business Entity with financial capability and experience stipulated in the Evaluation Criteria.
Category 2: A Bidding Consortium of two entities comprising Lead Member fulfilling the financial evaluation criteria, and the Technical Member fulfilling the technical evaluation criteria.
Selection Process
The selection process will be a three-stage process, considering the Bidders qualifications, techno-business proposal, and commercial proposal.
Eligibility Criteria
The bidder shall have to fulfil both the Financial and the Technical criteria for selection.
A] Financial Criteria
- Net worth of the bidder as on March 31, 2009 (or applicable financial year ending date) shall be at least INR 45 crores (Indian rupees forty-five crores only).
AND
- Average PBDIT (Profit before Depreciation Interest and Tax) of the bidder over the last three completed financial years shall be at least INR 7 crores (Indian rupees seven crores only).
B] Technical Criteria:
a) The bidder should have experience of operating a minimum of one exhibition centre, having a minimum area of 2,500 sqm each for open and closed exhibition space.
AND
b) For centres identified in point (a) above, the Bidder should have hosted a cumulative of 35 (thirty-five) exhibitions/trade fairs from 1st January 2006
